DPAR in its letter No.DPAR 64 IAS 2004  dated 17-8-2004 appeared to have sent to all principal secretaries/secretaries, a copy of DO letter No. 502/2/3/04 CAV sent by the Cabinet Secretary, Government of India, to all Chief Secretaries in the country for taking appropriate action and that, that it was marked Most Immediate. To improve the system as a part of the administrative reforms the letter appears to have suggested the urgent need to build in a regular system of interaction where officials can ventilate their genuine grievances .The letter appears to have highlighted the absence of an appropriate forum for ventilating their frustrations for taking principled positions resulting in an unfriendly work environment. The letter also appears to have warned about these frustrations building up to give Government the image of an insensitive employer. The Cabinet Secretary had directed all concerned to take corrective measures.

 

I want the following information pertaining to file no. DPAR 64 IAS 2004   under the Right to Information Act IMMEDIATELY:

 

     1. Photocopies of all notings made in the file pertaining to the letter of the Cabinet Secretary, Government of India

     2. Photocopies of all letters issued by the DPAR consequent to the receipt of the letter of the Cabinet Secretary, Government of India

    3. Sri M.N. Vijayakumar,IAS consequent to requesting the Chief Secretary many times  to discuss the corrupt practices of senior officers which he had   reported many times, had sought his case to be referred to a Grievance body suggested by the Cabinet Secretary. Whether his case has been referred to such a body? If yes photocopy of the notings made in this regard.

    4. If a Grievance body as suggested by the Cabinet Secretary has not been constituted in spite of Sri M.N. Vijayakumar, IAS requesting to do so, the names of all such of officers who failed to take action as per the directions of the Cabinet Secretary. Details of action initiated against each of such officer.

    5. If the Grievance Body suggested by the Cabinet Secretary is not already constituted exact details of the time by which such a body will be constituted.
