I am seeking certain information under the Right to Information Act keeping the address made by the Karnataka Governor T N Chaturvedi at Belgaum on 28 Sept 2006. I have reproduced below some of the statements made by the Governor and reported in the media


Delivering his address to the joint sitting of both the houses of legislature here, Chaturvedi said, "Allegations and reports of transgression of ethical norms, scams and scandals, abuse of power, misdemeanors and violation of proprieties of any kind in any section of politico-administrative spectrum generate distrust and mistrust in the public mind and are deleterious to the image of the state and our democratic faith. Delivering his address to the joint sitting of both the houses of legislature here, Chaturvedi said,

"Allegations and reports of transgression of ethical norms, scams and scandals, abuse of power, misdemeanors and violation of proprieties of any kind in any section of politico-administrative spectrum generate distrust and mistrust in the public mind and are deleterious to the image of the state and our democratic faith."

"In this respect, unfortunately everything is not correct and proper in the public eye that detracts from the value of the political institutions and faith in the democratic system" he said in the address to the legislature session being held outside Bangalore for the first time in the state's history.

"That is why the question of probity and ethics in public life are assuming a pronounced significance and a matter of widespread public concern. All of us have to ponder over the matter with seriousness it deserves", he stressed

In the face of allegations regarding politicians and bureaucrats nexus, Chaturvedi suggested that bureaucracy has to be scrupulously immunized from politicization, casteism, communalization and regionalism "If it is expected to prove its mettle".

 

I want the following information about the action initiated by the Chief Secretary in response to the very serious observations made by the Governor under the Right to Information Act IMMEDIATELY:

 

1. Copies of the written letters, instructions and notes sent to all the secretaries/Principal Secretaries/Heads of departments to address the serious issues raised by the Governor

 

2. (A) Copies of Written suggestions/comments  received by the Chief Secretary from various Secretaries, Principal secretaries and heads of the Department suo-moto after the address of the governor.

 

    (B)Details of actions initiated by the Chief Secretary on the above

 

3. (A) In particular details of action taken by the Chief Secretary in response to various letters written by Sri M.N.Vijayakumar, IAS to the Chief Secretary quoting the Governor’s serious observation and

 

(B)  other serious corrupt practices reported by Sri M.N.Vijayakumar, IAS  over the last two years period to the Chief Secretary and details of action initiated by the Chief Secretary on these.
